When a ship stays docked for an extended period of time, it not only accumulates more cargo, but it also puts itself in a position where it is more likely to be ticketed by the Galactic Trade Authority. The distribution of resources is managed by the proprietors of outposts, and there are many reasons why ships may want to take more than they are permitted to. When players decide how long to wait before seizing an illegally docked ship’s cargo, this opens up the possibility for fascinating decision-making with a significant metagaming component. Players will have to weigh the pros and cons of their options.

As the game progresses, a system of outpost upgrades will add further complexity to the relationship between ships and outposts, allowing outpost operators to take an active role in differentiating their outpost from others. Outposts exist in a continually changing metagame of competition/cooperation with ships and competition against other outposts, requiring moment-to-moment decision-making, strategic choices about how to attract or punish ships, and direct competition against other outposts. The game is designed to build a vibrant, growing universe with gameplay at its heart.
